Jayalalithaa sworn in as Tamil Nadu CM for fifth time
i. AIADMK supremo Jayalalithaa sworn in for the fifth time as Tamil Nadu chief minister, nearly eight months after she was forced to quit over corruption charges.
ii. Governor K Rosaiah gave oath to Jayalalitha at the Madras University Centenary Auditorium. Actor Rajinikanth, ICC Chairman N. Srinivasan and Union Minister Pon Radhakrishnan attended the ceremony.

iii. Along with Jaya, 28 others were sworn in as Ministers. Jayalalithaa will hold the portfolios of home, police, public, all India services, general administration and district revenue officers?.

iv. As for portfolio allocations, Jayalalithaa’s trusted lieutenant O Panneerselvam has been given Finance and Public works, which he held previously too. Natham R Viswanathan will continue to hold electricity, prohibition and excise portfolio.

TN CM O Panneerselvam resigns, makes way for Jayalalithaa to take over
i. Tamil Nadu chief minister O Panneerselvam handed over his resignation to Governor K Rosiah, making way for AIADMK chief J Jayalalithaa to take over the administrative reins.
ii. Popularly referred to as ‘caretaker CM’, this was Panneerselvam’s second stint as Tamil Nadu chief minister, both for brief periods.

iii. In a meeting, all 151 MLAs of the party unanimously re-elected Jayalalithaa as the legislature party leader, paving the way for her to become the state chief minister for the fifth time. She is expected to be sworn in to the chief minister’s post on 23 May.

 SBI partners with PayPal
i. The country’s largest bank announced a partnership with digital payments firm, PayPal so that the Customers of State Bank of India (SBI) can now use their debit cards on PayPal for buying products from overseas websites.

ii. The partnership will also allow SBI’s Micro Small and Medium Enterprise (MSME) customers to use PayPal’s secure payment solutions.
iii. SBI has also announced a partnership with e-commerce firm, Amazon.com, in India.

Google help for NGOs working on child safety
i. Google India has announced support for three non-governmental agencies from India working on child safety.
ii. The three organisations are ChildLine India Foundation, Bachpan Bachao Andolan, and the Chennai-based Tulir – Centre for the Healing and Prevention of Child Sexual Abuse.

 

iii.  ChildLine provides a toll-free helpline service (1098) for children in distress, first launched in 1996, Bachpan Bachao Andolan sets itself a mission to protect and rescue children from slavery, trafficking and forced labour.

iv. Google will help these organisations pilot smart new applications of technology with $ 5,00,000 in grants through Google.org to ensure that children in India remain safe.

* Highlights:
Modi made his first foreign visit to Bhutan following an invitation by
* King Jigme Khesar Namgyel Wangchuck and Tobgay.
* The visit was called by the media as a “charm offensive”
1. India and Bhutan reiterated their commitment to achieving the 10,000 MW target in hydropower cooperation

2. Modi inaugurated one of India’s assistance projects – the building of the Supreme Court of Bhutan and laid foundation stone of the 600MW Kholongchu Hydro-electric .
3. India also announced exemption of Bhutan from any ban on export of milk powder, wheat, edible oil, pulses and non-basmati rice.

4. The two sides recalled the free trade arrangement between them and the expanding bilateral trade and its importance in further cementing their friendship.
5. Prime Minister Narendra Modi also mooted the idea of an annual hill sports festival with India’s northeastern states along with Bhutan and Nepal.
6. Modi announced doubling of scholarships being provided to Bhutanese students in India which will now be worth Rs 2 crore.
7. India will also assist Bhutan set up a digital library which will provide access to Bhutanese youth to two million books and periodicals.
8. Both India-Bhutan reaffirmed their commitment to extensive development cooperation and discussed ways to further enhance economic ties.

Punjab becomes first state to issue Soil Health Cards to farmers
i. Punjab has become the first state in India to issue Soil Health Cards (SHCs), a Union Government initiative to all farmers in the state.
ii. In this regard, every district of state has been assigned mobile soil testing lab. These labs will take soil sample from every farm and issue a digitalised soil health details.

iii. Presently, state government has 66 such laboratories and has capability to test 3.5 lakh soil samples annually. State government also has made mandatory for these labs to check soil health on quarterly basis.
iv. It will help farmers in maintaining the balanced health structure of the soil and educate them to use right quantity of fertilisers in order to prevent soil from becoming arid.
v. Prime Minister Narendra Modi had formally launched the nationwide ‘Soil Health Card’ Scheme in Februrary 2015 in Suratgarh, Rajasthan.

1. President Pranab Mukherjee appoints new Governors in six states
i. President Pranab Mukherjee on 12 May 2015 appointed Governors in six states. Their appointments will take effect from the dates they assume charge.
Following are newly appointed Governors

  • Jharkhand: Former Odisha Minister Droupadi Murmu was appointed as Governor of Jharkhand. She will replace Dr Syed Ahmed.
  • Manipur: Dr Syed Ahmed has been transfered to Manipur for remaining period of his term.
  • Arunachal Pradesh: J P Rajkhowa was appointed as Governor of Arunachal Pradesh. He will replace Lt. General (Retd.) Nirbhay Sharma.
  • Mizoram: Lt. General (Retd.) Nirbhay Sharma has been transferred and appointed as Governor of Mizoram for the remainder of his term.
  • Tripura: Tathagata Roy will be the Governor of Tripura.

1. GST bill referred to select committee
i. The government and opposition parties agreed to refer the constitutional amendment bill on goods and service tax (GST) to a 21-member select committee of the Rajya Sabha.
ii. The committee will submit its report on the last day of the first week of Parliament’s monsoon session.
iii. The committee will be headed by Bhupendra Yadav, a Bharatiya Janata Party (BJP) MP and a party general secretary.
Members of major political parties including BJP, Shiromani Akali Dal, Congress, Bahujan Samaj Party, Samajwadi Party and Janata Dal (United) will be represented in the committee.
iv. After passing the bill in the Lok Sabha, the government has faced problems in the upper house. The government, which has 62 members in the 244-member house, needs 162 members to support the bill for its clearance.
